Vehicle turn signals or directional indicators are flashing lamps, attached at each corner of the vehicle's body. The appearance of these lights are controlled by the driver to give other road users a warning, that the vehicle is going to alter movement direction or speed. It's relevant to operate turn signals properly, thus alerting others about planned actions on a driven vehicle. For the same reason, all turn indicator bulbs should be operating without problems. For the most part, the grounds for a down turn indicator is a burned out bulb, that is possible to identify without stepping out of a vehicle: every time turn signal is active, indicator in the dashboard blinks much faster than normally, if any bulb has died on a particular side.
The life-time of a bulb is limited. Sooner or later, it will burn out and will have to be replaced. Bulbs, made of high quality materials, tend to last longer. It's recommended to use well known brand replacement bulbs.
If bulb burns out right after installation, your vehicle might have a problem inside electrical system - have it checked by auto electrician.
How to replace turn signal bulb:

Front turn signal bulb can be accessed through the engine compartment. So, first thing to do is to open the hood.

Turn the bulb holder counter-clockwise and take it out:
